The Opportunity
Within Industrial Policy, Global Supply Chain & Procurement (ISP), an opportunity has arisen in a fast-moving domain for a Procurement & Supply Chain Manager on Industrial Transfer & Offset for UK products, with specific accountability for the generation of sourcing opportunities in Export countries where there are offset/ToT obligations, and management of the offset/ToT contractual procurement activities. The individual will work with export country local industry and various MBDA directorates: SBD IIC, ISP, MEP, Finance, Operations. They will evolve in an export multi-cultural and challenging environment with regular travelling abroad required.
What are we looking for?
  • Supply Chain background with a proven track record in the set up and management of external suppliers and the delivery cost savings and service enhancement.
  • Experience within a Procurement environment would be of preference.
  • Experience in MBDA Supply Chain / Procurement management Tools Set, such as SAP etc.
  • Exposure to export / international business is desirable.
  • Product and Engineering understanding.
  • Enthusiastic, pro-active and tenacious individual who can prioritise and understand strategic business needs as well as managing the day-to-day tactical decisions
  • Preferably educated to degree level or possessing procurement or supply chain accreditation from a professional body, but alternatively candidates with significant and relevant experience will be considered.
  • A natural leader and communicator, able to build strong relationships, with experience in working in multi-functional / multicultural teams and delivering to tight time-scales.
  • Objective driven
  • Strong interpersonal skills – ability to convince people. Team player, advocate of MBDA group cooperation

The Role
  • Manage the requirement to generate a Supply Chain in export countries and the development of Industrial workshare and outsourcing, particularly in India.
    • Create links and working groups within all ISP areas where opportunities can be identified.
    • Produce commercial dossiers requesting offset or transfer of technology: industrial suppliers screening, suppliers assessment, risk assessment RFP generation, Cost base development
    • Influence SBD IIC, Operations, ISP and Programmes that the potential offset/ToT proposal is achievable and beneficial.
  • Lead Export supply chain contract procurement activities.
    • Proposals and Contract negotiations and execution
    • Offsets obligations documentation & report: certificates of Origin, certificates of Manufacturing, payment proofs…
    • Export Control and Security Clearance management and accountability.
    • Utilise MBDA Supply Chain toolset to manage supplier performance/financials.
  • Oversee Industrial Performance of Industrial Transfer / Offset suppliers
    • Monitor Supplier Performance (On Time, On Quality) and its adherence to Operational demand during production.
    • Manage preventive analysis against delivery performance:Conduct root cause analysis, in conjunction with Supplier, in order to address actual and predicted poor performance against OT and OQ targets.

  • Developing and maintaining key relationships with export suppliers, customers and key subcontractors. Regular international/domestic travel to conduct progress meetings & reviews.
  • Ensure project Industrial Requirements are embedded within Suppliers Statement of Work.
  • Country supply base management: database population and maintenance, supplier intelligence in coordination with other ISP functions, supply base optimization.
  • Strategic management of collaboration with existing UK suppliers who have links to Export supply base.
  • Ensuring accurate reporting of progress against all aspects of supply chain performance up to management level.
  • Ability to challenge supplier performance/progress where appropriate, to ensure project success.
  • As part of a small team you will be interacting with multi-disciplinary functions to safeguard delivery of contract requirements.
