About TRACER, Intelligence Directorate:

Threat and Risk Assessment, Capability Exploration and Research (TRACER) is a collaborative business function being established and operated through the National Crime Agency (NCA).  The aim of TRACER is to represent the voice of a broad and diverse community to ensure that investment decisions in digital investigative capabilities are operationally relevant, fit for purpose and support the attainment of operational outcomes.

TRACER serves Policing, Law Enforcement Agencies (LEA) and UKIC,  primarily targeting 10 mission areas aimed at protecting the public by disrupting and bringing to justice those serious and organised criminals who present the highest risk to the UK. It monitors changes within a rapidly changing digital and operational environment, assesses their impact on digital investigative capability and explores and develops propositions to exploit it.

G1 Head of Innovations and Proposition, TRACER:

TRACER is searching for a Head of Innovation and Propositions to build and lead a dynamic, creative and innovative team which will be responsible for developing effective interventions to the digital challenges facing the LEA Community.

The Innovation team will generate ideas in response to the threats and opportunities in the digital environment that have been identified by the Opportunity & Threat Assessment Capability (OTAC), with a Proposition team then developing those tested ideas into more detailed proposals for consideration for further investment and development.The team will work collaboratively with a range of different organisations from across government, industry and academia with an emphasis on proactive co-ordination and facilitation of an appropriate response to the threat or opportunity.

Working with a range of new and emerging technologies the Innovation team will need to keep up to date with a range of technologies and work closely with the TRACER OTAC and Strategic Customer Relationship Management (SCRM) teams to identify emerging trends.

As part of developing responses, the Proposition team will need to articulate complex technical problems and appropriate solutions with non-technical customers, engaging with a range of stakeholders, including Communications Service Providers, to build buy-in for any proposed changes and create enthusiasm and desire for the required changes.

G2 Innovation Lead, TRACER:

G2 Proposition Lead, TRACER:

TRACER is searching for a Proposition Lead to join the Innovation & Proposition business area. A dynamic, creative and innovative team which will be responsible for developing effective interventions to the digital challenges facing the LEA Community.

The Innovation & Proposition Team develop propositions in response to the threats and opportunities that have been identified by the Opportunity & Threat Assessment Capability (OTAC) within the digital environment.  The team will work collaboratively with a range of different organisations from across government, industry and academia with an emphasis on proactive co-ordination and facilitation of an appropriate response to the threat or opportunity.

Working in close collaboration with the Innovation Leads, you will be able to identify opportunities to mature developing concepts and ideas into more fully formed propositions that can then be presented to key stakeholders and governance bodies for investment and development.

You may also be involved in the innovation work that leads to the creation of the concepts, providing insight into the potential opportunities and helping to direct, where appropriate, the innovation team to develop candidate concepts. 

You will have a wide understanding of current technology and an appreciation of technological strategy, innovation and planning. You should be a critical thinker and have the ability to articulate complex problems and appropriate solutions with a range of stakeholders. You will need to be constantly striving for simplicity, and at the same time demonstrate significant creativity, innovation, ingenuity and judgment.

We are looking for candidates with the below knowledge/experience:

G1 Head of Innovation and Proposition, TRACER

Bachelor’s degree in technology related subject such as Digital Communications, ideally advanced degree or equivalent experience

G2 Innovation Lead & Proposition Lead, TRACER

Bachelor’s degree in technology related subject such as STEM subject. Ideally advanced degree or equivalent experience is essential.

Salary:

G1 Salary: £66,614

G2 Salary: £54,380

Roles based in London will receive an additional London Weighting of £3,339.
