Job Purpose

To lead the ORR approach to embedding Health & Safety from the earliest stages of project design and development across all the transport modes ORR regulates for health and safety.

Key Responsibilities

Your key responsibilities, although not exhaustive, will include:

  • Provide expert advice in Health & Safety by Design across ORR, including training for colleagues.
  • Lead the development and delivery of complex Health and Safety by Design policy and processes in conjunction with colleagues from across ORR, including supporting HM Inspectors and other ORR colleagues.
  • Lead and advise on highly complex projects where there is not an existing duty holder in place, including new railways such as HS2.
  • Engage with external senior stakeholders, such as DfT, Network Rail, and the projects participating in the Restoring Your Railways process, to influence how projects consider health and safety by design during the development of their proposals and provide regulatory expertise.
  • Provide operational support to ORR’s policy team regarding the Agency Agreement with HSE on Health and Safety by Design
  • Develop and implement ORR’s safety assurance of the UK’s rail transformation programme process, including working with colleagues across the office to understand of how this change impacts ORR.
  • Contribute to the development of ORR and industry guidance and standards.
  • To undertake normal Principal Inspector cross team support such as enforcement case reviews, and prosecution Approval Officer activity. This may include manging staff and managing contractors undertaking project work for ORR.

Please note that this role includes the requirement to undertake visits to operational premises which may involve staying away from home overnight.
