The Security Operations Manager will be responsible for STFC physical security risk management systems. They will implement the UKRI/STFC Physical Security Policy and Strategy Roadmap in STFC. They will provide leadership for an evolving STFC Physical security function which is highly integrated with all of STFC’s core business operations. They will be a catalyst for change, influencing across the organisation, keeping STFC-RAL abreast of new security threats while directly supporting STFC’s core values and strategic goals. Leading relationships and integration with joint venture campus partners to ensure effective countering of threats in strategies and major incident response.
The post-holder will implement UKRI Physical security policies across all STFC sites. They will identify STFC’s key assets, vulnerabilities and threat mitigation measures using latest best practice and technology. They will be responsible for the security services and response to large scientific facilities, data centres, critical infrastructure and assets including some with national sensitivity. They will closely monitor the ongoing risk management measures and security incident response by the guard force. They will also procure and implement and manage the necessary electronic security systems for effective detection and monitoring of all security threats external and internal. The post holder will be a highly visible exponent of security expertise and positive security culture in STFC, developing a network of security champions and provide a point of contact consulting function for all stakeholders across Harwell campus. They will ensure STFC’s compliance with UKRI Security Policy and support the implementation of any new requirements such as the Protect Duty legislation.
They will ensure all staff are educated, equipped and motivated to support a strong security culture. They will play a key role in business development, by maintaining relationships with delivery partners, ensuring the security and future of investment and upholding STFC’s excellent reputation.
Role Responsibilities
Lead and coordinate security teams at STFC
·Align and prioritise the UKRI physical security strategy implementation with STFC business needs and developing activities. Ensure STFC is compliant with relevant legislation and HMG Security Policy Framework by making decisions of measures to adopt and designing security solutions across STFC.
·Manage statutory and UKRI Physical Security Policy compliance risks effectively, decide the risk management measures to adopt and provide assurance of this to the Head of Physical Security. Maintain the STFC Critical Asset and Risk Register, escalating to senior level when appropriate.
·Develop and implement security systems operating procedures at STFC sites ensuring consistent approach to security of government site and front of house services
·Provide a clear vision for security staff on service, values and performance expectations. Establish customer focused service delivery standards. Ensure regular benchmarking takes place that identifies best practice and continual service improvement opportunities and plans exist to drive greater service efficiencies
·Provide proactive leadership and direction for STFC security teams.
·Ownership and development of pan-STFC electronic security systems access control & video surveillance
·Continuously improve security services and use of technology by regular benchmarking, implementation of best practice in security and front of house delivery across STFC RAL estate.
·Lead the Silver Emergency Controllers remit, ensuring robust and appropriate training and team development; lead the annual emergency exercise
·Conduct post- security and emergency incident reviews and update procedures to reflect lessons learned
·Lead effective all-staff security initiatives and change programmes including communications for security awareness, road safety, car parking and other site operations
·To ensure management information about the security team and estate (e.g. attendance and car park usage) are available to senior staff to review and include in future plans for the site.
·Contribute to STFC Corporate Business Continuity planning
·Work in close collaboration and maintain professional relationships with key staff including National Laboratories and tenant stakeholders, acting as trusted expert advisor for security-related matters.
·Ensure security operations plans and security management plans are in place for key high security facilities, including ensuring response and collaborative arrangements with authorities
·To be accountable for the assigned operational and capital budgets (in excess of £1m per annum), ensuring value for money and developing business cases for further expenditure (operational & capital).
·Oversee effective operation of UKRI Security Control Centre including UKRI staff travel security support and triage of crisis management.
·Proactively engage with Campus joint ventures to identify areas where collaboration of services may deliver enhanced services and/or improved value. Ensure an effective network of threat and incident information sharing.
·Lead internal investigations of a criminal nature, and disciplinary nature when required.
·Deputise for Head of Physical Security in their absence.
Estates and Corporate Responsibilities
As a member of STFC’s Estates Services, proactively support the Estates remit to deliver flexible, customer focused and efficient services that support the delivery of STFC’s vision, values and objectives.
The Estates Services team needs to be agile and able to adapt to the ever-changing needs of our diverse customer base therefore it is expected that the post holder will demonstrate a flexible and adaptable approach.
All members of the Estates team will, from time to time, be expected to lead or participate (appropriate to Band level) in STFC and Estates projects that may be outside their normal remit.

Qualifications
Essential
·Educated to Security Diploma L5 or equivalent
Desirable
·Degree level or equivalent in security/risk or similar associated subject
·Completion of accredited security qualification CPP, PSP; or NPSA training courses
Knowledge and Experience
Essential
·Expertise in Security Management and relevant standards.
·Successful track record at leadership level preferably within front line security services
·Demonstrable strong leadership skills.
·Proven people management and team building skills.
·Proven experience in resource allocation and budget management

·Security Clearance to Security Check level (or able)
