Technical and Operational Programme Manager

Would you like to play a key role within a small team which manages a long-term contract let under a Private Finance Initiative (PFI)? We currently have a vacancy for a Technical and Operational Programme Manager at our site in HMNB Faslane, Helesburgh.

As a Technical and Operational Programme Manager, you will have overall responsibility for all technical aspects including design assurance of FAST, Astute Class Training Service (ACTS) and associated aspects including safety and maintenance of the assets and which includes the building and the simulators.
You will ensure that the technical solutions meet customer, stakeholder and business requirements.
Also ensuring the technical and building solution continue to meet the appropriate standards, including safety.

This role will provide you with liaising at all levels of the stakeholder community within the HMNB Clyde and including FOST (N), HM Naval Base Personnel, BAE Systems Personnel, DE&S and MOD contractors.

Your main responsibilities as a Technical and Operational Programme Manager will involve:

Chairing the monthly Operations Meeting that reviews operational performance

Overseeing of the training equipment maintenance programmes to ensure adequate test regimes and robust programmes are implemented so training is not impacted

Producing technical reports for the business and for external technical advisors

Organising and interfacing to FAST technical auditors

Developing and managing the work content for FAST external SHE advisors

Ensuring the facilities management is conducted to professional standards and that the ATF provides standards of cleanliness and décor befitting a professional training establishment

Managing the technical aspects of the Change mechanism

Chair/Attend Change Control Board meetings providing technical and programme management expertise

Attending and providing oversight of change milestones including design reviews, factory demonstration tests and ready for training demonstrations

Your skills and qualifications:

Working knowledge of Lifecycle Management or equivalent

Working knowledge of Design Reviews

An understanding of the sub-contractors process

Experience of dealing with external stakeholders and subcontractors

Project Management qualification desirable but not essential

Engineering background would be advantageous
