Highways England is currently recruiting a Senior Advisor (Engineer) for our Operational Technologies Technical Assurance team on a permanent basis to be based in either of our Birmingham or Bristol offices. The role will focus on providing technical content leadership to the future technology requirements of Volumes 8 and 9 of the Design Manual for Roads & Bridges. The successful Senior Advisor will provide expertise into the development of new and existing material to ensure it reflects industry best practice in technical documentation, encourages innovation and wherever possible creates efficiency.
The Operational Technologies Technical Assurance team is part of our Intelligent Transport Systems Group (ITS) and is responsible for developing and implementing new operational services for England's Motorways and All Purpose Trunk Roads and providing specialist technical services and advice to the wider business.

Day to Day
To lead the development of technical documents to ensure they are written in a clear and understandable format with regard to the intended audience and which comply with the relevant EU & UK legislation;
•Work with other Content Specialists to ensure consistency in the revised DMRB documentation.
•Ensure all revised technology related DMRB documents are fit for the future, reflect industry best practice, encourage innovation and create efficiency.
•Ensure all revised technology related DMRB documents aim to minimise the number of departures from standard and ensure consistency in requirements across the DMRB and associated documents.
•Lead effective stakeholder engagement on operational technology documentation with internal and external stakeholders.
•Provide support to the wider team to ensure all developments are effectively communicated and understood by internal & external stakeholders and are embedded into business as usual practice.
•Attend conferences and industry events in order ensure the organisation remains informed about the latest ITS technologies; ensuring knowledge transfer by communicating the latest developments in innovation, technical development and best practice.
•Represent the work of the Group / Organisation at internal and external forums; and engage in ITS development activities in a national and European context.
To be successful in this role you will need to have;
•A degree in a relevant technical discipline, e.g. BEng (Electrical), or relevant experience of designing and developing policy documents or standards.
•Experience of leading the development of technical requirements, ability to interpret and apply policy, application of National standards and regulations.
•Experience of collaborating with a broad range of stakeholders and lead a shared way forward where views/perspectives may differ.
•Ability to demonstrate/explain the implications of legislation and articulate best practice in policy development.
•Good written skills with the ability provide advice and guidance to Technical Specialists on how to translate complex subject matter into clear and understandable written information.
•(Desirable) Relevant Project Management qualification, and experience of working in a structured project management environment delivering successful projects and managing a range of demands.
